"A climate of endemic crisis"

According to Tavistock, the formal system (contracts, plans, etc.) does not recognize the uncertainty of and interdependence between the operations of the building process. An informal system of management emerges for handling uncertainty and interdependence, but it produces a climate of endemic crisis, which becomes self-perpetuating.
